This paper discusses the trade-offs between user privacy and data security that end-users face while using online services that collect personal data. It explores the findings of a workshop conducted at the Namibia Internet Governance Forum, which highlighted the need for legislative frameworks that promote the ethical adoption of technologies to address security and privacy challenges, as well as the role of end-users in shaping national cyber security culture and policy development. The paper recommends adopting a Quadruple Helix model to address these issues.
