This article traces the legal history of special education, providing an overview of compulsory attendance laws, state laws upholding the exclusion of students with disabilities through the 1960s, the civil rights movement, parental advocacy groups, the equal opportunity movement, and the laws enacted from 1973 (Section 504) through 1997 (IDEA).
