Terror groups use asymmetric tactics to execute attacks. Asymmetric warfare refers to a smaller fighting force (i.e. terror groups) using unconventional techniques to harass and attack a larger fighting force (i.e. a military or a government). In the case of terror groups, they often also target civilian populations and ‘soft targets.’ This video provides additional information on this topic.
