In this study, the effect of strategic planning on TQM success was evaluated. Quantitative methodology was applied. The results indicated that more emphasis needs to be given to quality results, information, and analysis, as well as management commitment and leadership.

This study is interesting as it shows the international approach of strategic management in government. The article introduces the design and implementation of strategic planning and performance management in governmental agencies in two Nordic countries, Finland and Norway. It also shows the centralized government strategic planning efforts of Finland.
