In line with existing research on the role that science plays in policymaking processes more broadly, the results suggest instead that a country's science and technical knowledge is the most robust explanation for that state's cyber capacity level.

This journal article presents an empirical study of the social and cultural aspects of cybersecurity capacity building in 78 nations. The analysis finds that regional differences can be explained largely by cross-national differences in development and the scale of Internet use. Implications for future research are discussed.
