HSE430: Border-Transportation Security

Podcast interview with Louis Noriega who served as the Chief Information Officer for the Port of Miami where he collaborated with port security management in planning security for a major American seaport.

After the reorganization of federal agencies precipitated by the creation of the Department of Homeland Security (DHS), there are now four main federal agencies charged with securing the United States’ borders: the U.S. Customs and Border Protection (CBP), which patrols the border and conducts immigrations, customs, and agricultural inspections at ports of entry; the U.S. Immigrations and Customs Enforcement (ICE), which investigates immigrations and customs violations in the interior of the country; the United States Coast Guard, which provides maritime and port security; and the Transportation Security Administration (TSA), which is responsible for securing the nation’s land, rail, and air transportation networks.

While IATA recognizes that aviation security is the responsibility of governments and that industry must grant deference to the needs of appropriate authorities to act promptly when confronted with an immediate security threat or vulnerability, it also believes that it is the effective partnership of government with industry that has made the air transport system the safest and most secure form of long-distance travel. IATA calls on States for direct consultation with industry to ensure alternative and effective risk-based measures are implemented.

TSA’s vision is a U.S. air cargo system that positions government and industry as innovation leaders to ensure effective air cargo security.

The TSA incorporates unpredictable security measures, both seen and unseen, to accomplish the transportation security mission.
