Office of Educational Technology (OET) Publications

The U.S. Department of Education Office of Educational Technology (OET) develops national educational technology policy and establishes the vision for how technology can be used to transform teaching and learning and how to make everywhere, all-the-time learning possible for early learners through K-12, higher education, and adult education. The following publications are important to learn more about their recommendations for technology adoption/implementation across learning settings, especially with regard to addressing ethical and equity related issues. These documents discuss many of key concepts presented in this course and will be referenced in each module.

The National Educational Technology Plan (NETP) is the flagship educational technology policy document for the United States. The Plan articulates a vision of equity, active use, and collaborative leadership to make everywhere, all-the-time learning possible. While acknowledging the continuing need to provide greater equity of access to technology itself, the plan goes further to call upon all involved in American education to ensure equity of access to transformational learning experiences enabled by technology. The principles and examples provided in this document align to the Activities to Support the Effective Use of Technology (Title IV A) of Every Student Succeeds Act as authorized by Congress in December 2015.

This supplemental document to the National Education Technology Plan (NETP). It builds on principles described in each of the NETP’s five sections—learning, teaching, leadership, assessment, and infrastructure—and examines them in the context of higher education. The supplement embraces the themes of lifelong learning, equity, and accessibility and supports the NETP’s assertion that technology must serve the needs of a diverse group of students seeking access to high-quality postsecondary learning experiences, especially those students from diverse socioeconomic and racial backgrounds, students with disabilities, first-generation students, and working learners at varying life stages–all with differing educational goals, but who all share the desire to obtain a postsecondary credential.

This resource illuminates insights from national conversations with leaders from community-based organizations, as well as families and learners furthest from digital opportunities. It highlights the barriers faced by learner communities and presents promising solutions for increasing access to technology for learning. It discusses historic federal investments authorized by the Infrastructure Investment and Jobs Act for broadband planning with the aim to identify and equitably address the various availability, affordability, and adoption challenges described.
